Yes, to produce a body, in the sense that someone being detained as a prisoner (a "body") has to be presented ("produced") before a judge to determine whether imprisonment is justifiable under the law. Basically, it is a guarantee to have a trial to determine guilt or innocence, where the alternative would be arbitrary detention at the whim of a dictator with no recourse.

I can't help thinking this is an excuse to allow the federal gov't to deploy army (marines) in the maintenance of domestic order. Isn't that illegal? It sets a precedent, anyway. We should expect that in the near future the federal gov't will enact measures that most people (most normal people -- average Americans we might say) will not like. Such as, perhaps, travel restrictions, or whatever it is. Maybe they have a new "pandemic" in mind (since the last one worked so well). So it could be they will become more provocative, not so much against these immigrants, but against the main mass of the population. And if the main mass of the population tries to "fight back" then the power elite, I mean the federal gov't, has established they will use the army to get what they want (overthrown constitution, etc.).
I don't think deploying military is illegal when it comes to actual law & order and the safety of WE THE PEOPLE.
